一、采购范围Procurement Scope:
1、24 sets of deepwater subsea Wellheads, WH Service Tools rental and personnel services, etc.
1、24套深水水下井口，配套服务工具租赁及人员服务等.
2、9 sets of XMT, 11 sets of Tubing Hangers and related accessories, XMT Service Tools and accessories, IWOCS system rental and personnel services, etc.
2、9套水下采油树、11套油管挂及相关配件，水下采油树服务工具及配件，IWOCS系统租赁及人员服务等.
3、One set of subsea control system, mainly including: MCS, EPU, HPU, TUTA, SRM, SCM, fiber optical/electrical/hydraulic flying lead and connector, PPTT, corrosion monitoring system, as well as running tools for SRM and SCM, etc.
3、1套水下控制系统，主要包括：主控站、电力供应单元、液压供应单元和上部脐带缆终端单元、水下路由器模块、水下控制模块、光电液飞线及配对接头、压力温度变送器、腐蚀监控系统以及水下路由器模块和水下控制模块安装回收工具等。
4、Subsea structures mainly include: 2 set of subsea manifolds, 2 set of SDUs, 7 set of SUTUs, and 1 set of 16in SSIV skid.
4、1批水下结构物，主要包括：2座水下中心管汇、2座水下分配单元、7座水下脐带缆终端单元、1座16寸水下安全隔离阀橇。
5、One off deep-water dynamic umbilical, 8 off static umbilicals.

6、Several umbilical termination assembly (UTA), umbilical termination head (UTH) and installation tools.

Note: Regarding the XMT and Subsea Manifolds within the procurement scope, bidders are restricted to supplying products that are either self-manufactured or produced by affiliates within the same group. However, for Wellheads, Dynamic Umbilicals, Static Umbilicals, and Other Accessories, outsourcing is permitted.
备注：采购范围中的采油树和水下管汇产品，仅允许投标人自主生产或投标人同一集团范围内公司生产。采购范围中的井口、动态脐带缆、静态脐带缆、其他附属件允许投标人外购。
二、关键技术指标Mandatory technical parameters:
1、Qualification Requirements：★Manufacturers of WH and XMT shall possess valid API 6A and API 17D qualification certificates.Scanned copies of the original documents must be submitted with the bid (originals to be kept for verification).
1、资质要求：★水下井口和水下采油树的制造商必须持有有效的API6A和API17D资质证书，投标时需提供原件扫描件（原件备查）。
2、XMT and Subsea Manifolds Requirements：★From January 1, 2015, to the bid submission deadline (determined by the contract signing date or the issuance date of the Notice of Award), the Bidder must provide at least one supply contract for Christmas Trees and Subsea Manifolds with an application water depth of not less than 2,000 meters. The supplier under the contract must be the manufacturer of the Christmas Trees or a company within the same group as the Bidder; proof of the group affiliation must be attached. The Bidder must submit the performance record form in the prescribed format, along with relevant supporting documents.
Performance supporting documents include: 1) Sales contracts, and 2) Delivery acceptance materials signed or stamped by the user (such as Delivery Acceptance Notes, Commissioning Acceptance Reports, or other valid documents proving that the goods under the contract have been delivered and accepted). The performance documents submitted by the Bidder must clearly reflect the following information: proof of contract timing (Notice of Award or contract signing date page), manufacturer's name, name of the corresponding goods, proof of water depth, and delivery acceptance materials signed or stamped by the user.
If the performance contract is an agreement without a fixed total price, in addition to providing the agreement, the Bidder must also provide the corresponding Purchase Orders (POs) and the delivery acceptance materials corresponding to those orders. The content or reference numbers of the orders must be linked to the agreement. Providing one or more orders and their corresponding acceptance materials under the same agreement will count as a single performance record. Failure to submit performance documents, or the inability to verify that the performance requirements are met based on the provided documents, will be deemed as invalid performance.
2、采油树和水下管汇产品要求：★2015年1月1日至投标截止日（以合同签署时间或中标通知书发出时间为准），投标人须提供1个采油树和水下管汇供货合同且应用水深不低于2000米，合同供货方必须为采油树的制造商或投标人同一集团范围内公司，须附集团公司证明文件。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：1）销售合同和2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下内容：合同时间证明材料（中标通知书或合同签署时间页）、制造商名称、对应货物名称、体现水深证明材料、用户签字或盖章的到货验收材料。若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单及与订单对应的到货验收材料，订单内容或编号应与协议相关联。同一个协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个业绩。未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。
3、★Requirements for Wellheads, Dynamic Umbilical and Static Umbilicals
Wellhead Products:From January 1, 2015, to the bid submission deadline (determined by the contract signing date or the issuance date of the Notice of Award), the product offered by the Bidder must have at least one supply contract for subsea wellheads (supplier is not restricted) with an application water depth of not less than 2,000 meters.
Dynamic Umbilical Products:From January 1, 2015, to the bid submission deadline (determined by the contract signing date or the issuance date of the Notice of Award), the product offered by the Bidder must have at least one supply contract for dynamic umbilicals (supplier is not restricted) with an application water depth of not less than 1,500 meters.
Static Umbilical Products:From January 1, 2015, to the bid submission deadline (determined by the contract signing date or the issuance date of the Notice of Award), the product offered by the Bidder must have at least one supply contract for static umbilicals (supplier is not restricted) with an application water depth of not less than 2,000 meters.
Performance Record Requirements:
The Bidder shall submit the Performance Record Table in the prescribed format, accompanied by relevant supporting documents. These documents must include: 1) Sales Contracts, and 2) Delivery Acceptance Materials signed or stamped by the End User (such as Delivery Acceptance Notes, Commissioning Acceptance Reports, or other valid evidence proving that the goods under the contract have been delivered and accepted).
The submitted Performance Documents must clearly demonstrate the following details:
Proof of Contract Date: (Notice of Award or the Contract Signature Page);
Manufacturer Name;
Name of Corresponding Goods;
Proof of Water Depth Capability;
Delivery Acceptance Materials signed or stamped by the End User.
Special Provisions for Agreements without Fixed Total Price:
If the Performance Contract is an agreement without a fixed total price, the Bidder must provide the corresponding Purchase Orders (POs) and their respective Delivery Acceptance Materials in addition to the agreement itself. The content or reference numbers of the POs must be linked to the agreement. Providing one or more POs and corresponding acceptance materials under the same agreement shall be counted as one single performance record.
Non-compliance:
Failure to submit Performance Documents, or submission of documents that fail to demonstrate compliance with the above requirements, will result in the performance record being deemed invalid.
Exemption for "First-of-a-Kind" (FOAK) Products:
Alternatively, for products (or manufacturers) of Subsea Trees, Dynamic Umbilicals, or Static Umbilicals that are recognized as First-of-a-Kind (FOAK) and have obtained technical assessment approval (with design water depths not less than 2000m for Subsea Trees, 1500m for Dynamic Umbilicals, and 2000m for Static Umbilicals), the above performance requirements are waived. However, the Bidder must provide relevant technical assessment documentation for the FOAK product (e.g., the Approval Form for Management Assessment of First Engineering Application of Major Technology and Product issued by CNOOC).
3、★水下井口、动态脐带缆、静态脐带缆产品要求：
水下井口产品：自2015年1月1日至投标截止日（以合同签署时间或中标通知书发出时间为准），投标人所投产品应具有至少1个水下井口供货合同（供货方不限）且应用水深不低于2000米。
动态脐带缆产品：自2015年1月1日至投标截止日（以合同签署时间或中标通知书发出时间为准），投标人所投产品应具有至少1个动态脐带缆供货合同（供货方不限）且应用水深不低于1500米。
静态脐带缆产品：自2015年1月1日至投标截止日（以合同签署时间或中标通知书发出时间为准），投标人所投产品应具有至少1个静态脐带缆供货合同（供货方不限）且应用水深不低于2000米。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：1）销售合同和2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下内容：合同时间证明材料（中标通知书或合同签署时间页）、制造商名称、对应货物名称、体现水深证明材料、用户签字或盖章的到货验收材料。若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单及与订单对应的到货验收材料，订单内容或编号应与协议相关联。同一个协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个业绩。未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。或者水下井口、动态脐带缆、静态脐带缆产品为首台套，已经取得技术评定（水下井口产品设计水深不低于2000米、动态脐带缆产品设计水深不低于1500米、静态脐带缆产品设计水深不低于2000米）并认可的产品（厂家），无需满足上述业绩要求，但须提供对应产品首台套技术评定相关资料（如中国海油出具的《重大技术与产品首次工程应用管理认定申请审批表》等资料）。
4、★ The WH system shall be designed, qualified, manufactured and tested in accordance with the requirements of API 6A/ISO 10423 and API 17D/ISO 13628-4, PSL 3, PR-2.
4、★水下井口系统符合：API 6A/ISO 10423和API 17D/ISO 13628-4标准，PSL 3，PR-2。
5、★The design water depth for the WH system shall be at least 2000m.
5、★水下井口设计水深：不小于2000米。
6、★ The WH system pressure rating shall be at least 10000 psi, including HPWHH, casing hanger, annulus seal etc
6、★水下井口压力等级：≥10000psi，范围包括高压井口头、套管挂、密封总成等。
7、★ The XMT and tubing hanger shall be designed, qualified, manufactured and tested in accordance with the requirements of API 6A/ISO 10423 and API 17D/ISO 13628-4, PSL 3G, PR-2
7、★水下采油树系统符合：API 6A/ISO 10423和API 17D/ISO 13628-4标准，PSL 3G，PR-2。
8、★The design water depth for the XMT shall be at least 2000m.

9、★The rated working pressure of the XMT system and tubing hanger shall be 68.9 MPa (10,000 psi). The LP control system shall be 34.5 MPa (5,000 psi) and the HP control system shall be 68.9 MPa (10,000 psi).
9、★采油树、油管挂额定压力：10,000 psi；低压系统工作压力为：5,000psi、高压系统工作压力为：10,000psi。
10、★The XMT system temperature ratings: -18°C to 121°C (API 6A Temperature Classification U) ，Dowmstream of the production Choke Valve shall be at least：-29°C to 121°C .The annulus side of the system shall be -18°C to 121°C (API 6A Temperature Classification U).
10、★油嘴上游额定温度等级：U级（-18ºC~121ºC），油嘴下游额定温度等级：-29ºC~121ºC，环空通道额定温度等级：U级（-18ºC~121ºC）。
11、★The XMT System shall supply hydraulic fluid with a cleanliness level compliant with SAE AS4059 6B-F.
11、★水下采油树系统控制液清洁度要求：SAE AS4059 6B-F。
13、★ The dry weight of XMT shall be less than 70T.
13、★水下采油树重量不超过70T。
14、★The design life of subsea control system, subsea structure, subsea connector, dynamic and static umbilical should be 30 years.
14、★水下控制系统、水下结构物、水下连接器，动态和静态脐带缆设计寿命均为30年。
15、★Bidder shall perform sufficient electrical, communication,hydraulic and chemical analysis, and provide corresponding analysis reports.
15、★投标人应进行充分的电气、通信、液压和化学药剂注入分析并提供相应的分析报告。
16、★HP hydraulic system design pressure: 69 MPa (10,000psi); LP hydraulic system design pressure: 34.5MPa(5,000psi).
16、★高压液压系统设计压力69 MPa (10,000psi), 低压液压系统设计压力34.5 MPa (5,000psi)。
17、★Hydraulic Fluid cleanliness level: SAE AS 4059 6B-F or better.
